According to the unified arrangement of CPC Beijing Committee and Beijing Municipal Government£¬the former Municipal Foreign Economic and Trade Commission, Municipal Commerce Commission, Municipal Bureau of Grain, Municipal Port Office were united into Beijing Municipal Bureau of Commerce and its plate was officially put up to the public on October 15,2003. From the day on, it began to work in its new name. This symbolized that the institutional reform work has been carried out step by step smoothly.

Major Responsibilities:

According to the above adjustment, the major responsibilities of Beijing Municipal Bureau of Commerce from are£º

1. To investigate the development strategies of internal and external trade and foreign economic cooperation in this city, to draw up relevant local laws and regulations on internal and external trade and foreign economic cooperation, to draft intermediate and long term development planning and annual plan on internal and external trade and foreign economic cooperation and to organize the implementation.

2. To investigate the development strategy of modern circulation industry£¬put forward ideas on the reform of circulation systems in this city, to draft allocation plan of important facilities of commodity circulation£¬to popularize modern circulation modes such as chain operation, material circulation delivery, electronic commerce etc. and promote the adjustment of circulation industrial structure£»To be responsible for the trade management of commodity circulation£ºTo monitor, analyze the situation of market operation and commodity supply and demand, to be responsible for regulation and control of consumer goods market and the organization and implementation of government reserve£¬to formulate market emergency plans in advance and to promote urban and township market development.

3.To investigate important facility allocation plans of life service industries in this city and organize the implementation£¬to coordinate the planning and construction of municipal level commercial centres, feature shopping streets and all kinds commodity transaction markets£»To be responsible for the trade management of life service industries.

4. To investigate the planning of special trades such as the auctions, material object leasing£¬secondhand goods circulation, renewable resources recovery in this city and organize the implementation.

5. To plan as a whole for the management of commodity import and export and technological trade, to be responsible for the management of import-export operations right, import and export commodity quota, invitation to bid of import electromechanical products, the audit of tax reimbursement for export for all kinds of import and export enterprises, and contracts of processing trade£»To instruct the promotion of foreign trade and the construction and development of export processing zones.

6. To investigate and draft the development planning and encouragement policies for foreign economic cooperation in this city£»To be responsible for the economic assistance to this city by foreign governments and international organizations as well as relevant work on bilateral economic aids to foreign countries in this city£»To be responsible for the management of foreign contract for projects and cooperation of labor service£»To instruct the investments to foreign countries of all trades.

7. To investigate the development strategies for utilization of foreign investments£¬to draft intermediate and long term planning and annual guidance planning and organize the implementation, to be responsible for foreign investment management, to instruct foreign investment promotion and promote the economic cooperation and exchanges with Taiwan, Hong Kong and Macao.

8. To establish pre-warning mechanism for imports and exports fair trade in this city, to organize industrial damage investigations, to coordinate antidumping, anti-subsidy, safeguard measures and other works relevant to import and export fair trade, to be responsible for the general coordination work involved with World Trade Organization matters in this city.

9. To draw up local regulations, rough rules on port work in this city, to formulate management methods and enforcement regulations and organize the implementation, to investigate and draft port development planning and manage port work.

10. To contact trade associations and social agent organizations in field of internal and external trade, to contact, instruct, promote the development of trade associations and social agent organizations in field of internal and external trade in this city.
