Beijing Municipal Bureau of Parks' main functions include the following:
1. To draft local laws and regulations on city gardening and afforestation.
2. To work out the city gardening development plans, to organize and guide gardening work according to the development plan outlined. To draft detailed layout of afforestation and green belt and to guide relevant districts and government department to implement the afforestation work.
3. To approve and supervise the implementation plans for key garden afforestation projects, urban green-belt projects and construction projects to start in scenic spots. To assess and approve the afforestation ratio and layout in urban key construction projects.
4. To oversee the establishment, inspection and rating of new parks and scenic sites. To handle resources assessment and rating of all parks and scenic sites in Beijing. To set up and implement administration standards for managing parks and scenic sites and manages all parks in Beijing.
5. To manage the collection of afforestation compensation fee, dwelling district afforestation fee and public grassland afforestation fee. To assess and approve requests to use grassland and to cut or move trees in urban area.
6. To draft standards for afforestation and ancient trees protection standards. To organize the bidding and supervise the implementation of key urban area afforestation.
7. To specify garden afforestation design and qualifications for construction and protection enterprises.
8. To organize publicity campaign to involve enterprises and individuals to fund green land afforestation. To conduct surveys on afforestation achievement and resources.
9. To undertake development and research plans and biological diversification protection.
10. To plan and implement training programs for gardening staff and to organize specialized gardening education and on the job training. To be responsible for appraisal and evaluation of staff's professional and technical titles.
11. To undertake other relevant work assigned by the Beijing Municipal Government.
