The Public Sector Mission - PARTNERSHIPS
Partnerships UK is a Public Private Partnership which has an unique public sector mission:
to support and accelerate the delivery of infrastructure renewal, high quality public services and the efficient use of public assets through better and stronger partnerships between the public and private sectors.
PUK works solely with and for the public sector.
The success of these partnerships is fundamental to the Government's investment and modernisation programmes.
Partnerships UK (PUK), formed in 2000 out of HM Treasury, is a joint venture that bridges the gap between the public and private sectors, with a majority stake held by the private sector.
PUK offers a blend of public and private sector commercial expertise combined with hands-on experience in the development and delivery of numerous Private Finance Initiative (PFI) and other Public Private Partnership (PPP) projects.
Public Services, Private Delivery - VALUE
PUK works with its public sector partners to deliver PFI/PPP solutions. It provides knowledge, advice and expertise to support the delivery of better public sector services and major infrastructure programmes, whether in project evaluation, implementation or the operational phase of PFI/PPPs. It develops new and innovative ways of helping to deliver the Government's agenda in key areas, including health, education, defence, accommodation, transport, environment, criminal justice and IT.
PUK provides support to Government in the development of PFI/PPP policy in areas such as contract standardisation and best practice. It also helps public bodies to turn their under-utilised assets and innovative ideas into business and joint venture opportunities.
Continuity and Support - EXPERTISE
PUK is a dedicated and permanent centre of expertise available solely to the public sector. It provides senior strategic support to public bodies, sharing responsibility for delivering successful PFI/PPP solutions, from the appointment and management of advisers to the scoping, development, troubleshooting and negotiation of value for money projects.
It can share risk with its public sector partners by investing its own capital and human resources in projects and programmes, including the provision of senior members of staff for key roles, and therefore has a common interest with its partners in delivering successful outcomes.
PUK's heritage, governance and clear public sector mission allow clients to be confident in its commitment to delivering value.
Realising the Benefits - DELIVERY
PUK was established to work in partnership with all Government bodies at central, devolved and local levels. As well as being available to the entire UK portfolio of PFI/PPP projects through its Help Desk, PUK provides intensive support to individual transactions and programmes such as: Partnerships for Health - delivering modern, state-of-the-art primary healthcare centres and Partnerships for Schools - delivering upgraded facilities for secondary schools throughout England. In both of these initiatives PUK is an active joint venture partner with Government.
